Could a player transfer to JSU who has already played this fall? Then could the same player transfer back without penalty with the new rules? Or if he graduated?

I’m not sure if I'm understanding this question correctly.
Are you asking if a player who played this fall at another school (let's say Oklahoma, for example) transfers to JSU, would he then be able to transfer back to another school (say Temple) after his one season at JSU? Or are you asking if he could reverse his transfer before the season and head back to Oklahoma?

Could he transfer to JSU play spring ball then go back to OU and play next fall He could transfer in and play, but if he transfers back to an FCS-or-higher school, he'd fall under the normal "transfer up" rules and lose a year of eligibility, unless he graduates from JSU with eligibility remaining. So theoretically, you could have a junior player transfer from (for example) Oklahoma, play in the spring for JSU and graduate, then go back to Oklahoma (or another FBS) and be eligible again this fall as a grad transfer.
