I wasn’t referring to the politics, only the aesthetic. Jacksonville in 1991 was much less appealing than it is today. If Jacksonville put powerlines along 21 underground and we got something in that old strip mall (and renovated it) next to Jacks the town would immediately improve a lot. No doubt there are a lot of improvements that could and should be made, but it has come a lot way albeit slowly.

The food outlet stores next to Jacks was torn down. There’s an empty lot there now

I’d assume something will replace it soon Heard rumors but I forgot what I was told. On the powerlines dont expect much from Alabama Power. Alabama resident/customers are paying for the fiasco with the GA nuclear plant. Wished we had competition in the power business.

Its certainly possible to have the utilities buried, but it would be super expensive.
Trussville just did it along hwy 11 in their old downtown area, and it looks much better.
Alabama Power, AT&T, and Cable One won't just do that for free, and I'm not sure it's an expense Jacksonville could handle.
I agree it would look great.
