I dont care for the transfer part unless coaches will be held to the same regs. Transfer portal eliminates several players who were given opportunities but were not good enough to play. Their leaving the game give walkons and others who were overlooked an opportunity.
Collective donations should be taxed at 50%. The 50% should go toward health insurance and benefits for athletes.
If players can use the Intellectual property neither should coaches. Only the universities should be able to profit from their NIL.
If you must pay all four years then it should count against your 85 max. If not the P2 and M3 schools will just park athletes and pay their way through school. Player cant transfer unless he/she sits a year so no opportunity to go anywhere but class.
20 and 50 million any idea where/what these numbers are gauged against?
The rugulator body does need some power but with oversight.
Finance class should be a requirement for all students. This is the best part of the legislation.
