Seems like adding a median would simply narrow hwy 21. My question is what problem does this solve and what problems will it cause. I've always thought widening church street and using it as the east bound lanes of hwy 21 would be a great way to efficiently expedite traffic through Jacksonville.

If ALDOT is involved it will not help. Our traffic engineer professors must be some of the worst in the nation.
