Logically, cost of materials and labor has caused a increase in the cost of construction, therefore negating any previous bids. And interest rates will increase the likelihood of a no go.
But I await the news also perhaps it’s not a complete wash.

The stadium expansion is still a go. The completion date has moved by a year. Instead of being ready by the beginning of the 2023 season, it will be the beginning of the 2024 season.

But I await the news also perhaps it’s not a complete wash. Supply chain has been a show since the beginning of 2020. We have a laundry list of parts we just can't get right now. It's not great. But we all knew this was going to happen years ago when this global fiasco all started. That said, as long as JSU signed the dotted line, contractors are just going to have to eat it. Unless JSU has the worst legal department on Earth. Which wouldn't really shock me.

Federal emergency declaration will more than likely offer an escape route from the contract. Recently the Southern District of New York ruled Covid was a natural disaster which could evolved force majeure. Even if the contact was signed during the Covid period.
Might not matter about the quality of your legal team. You may have a small chance of winning but most likely not worth the gamble with the court ruling.

Construction contracts routinely offer an out for changes in material costs after an agreed upon percent increase. You don’t need a lawyer not a federal declaration. Only a fool would agree to a price a year or more in advance, without an out for exploding costs that will put you in the hole.
